Everyone is already in some manner "psychic" -- it is just that few are aware of it.
The term "psychic" isn't very heavy, given that everyone is psychic: what they think can be detected and understood. The technology is available.
The "total surveillance" operation isn't a psychic one. It's simpler, and mechanistic, signifying merely a surface observation of activity, in tandem with electromagnetic mapping and interpretation thereof.
It includes as well a vector that is in limited operation even now: total maintenance. This will not be targeted at the Elite, only at the surface population. It is meant to coy and direct.
The Elite will participate "psychically" on a zoned basis, modeled after planning themes tendered by...certain partners. Outside the "total sharing" zones, the Elite will operate autonomously.
It's a fundamental re-definition of "democracy".
As we have it, "democracy" is stupid. What is the vehicle, again? -- Right: voting. Three days ago I watched a woman push a stroller in front of a truck, and she only pulled back when the driver hit the horn, about three seconds before her progeny (I guess) would have been smacked. Who's SHE going to vote for? And should she really be permitted to breed? I witness this shit every day.
"Total surveillance" is this:
Put the herd where they belong, and guide them.
Base Justice on fact, not courtroom antics.
Place responsibility for action where responsibility lies.
The fact is, everyone has "bad" thoughts. Everyone has hidden shames. Surely you saw the news reports of Mother Teresa's diaries, wherein she questioned the existence of God. Every day, politicians and others fall, because their hidden shames came to light. Relationships end, because secret fantasies are admitted. The mystique of sexual taboo pulls even the "best" of men into the avenues of forbidden pornography. Rich men conspire to cross the line just a little too far -- or all the way.
Total Surveillance will rid Real Humanity of "bad" thoughts and the "shame" of deeds. Everyone has "bad" thoughts: knowing that, shame over that will disappear. Only an irremediable sociopath would cross the line dividing "bad" Thought from "bad" Action, all the while knowing that his or her every thought and motion is knowable to all. Total Surveillance will rid Humanity of its sociopaths. They will not be kept in hospitals, drugged, given therapy, eventually assigned to a rote role in a fast food restaurant. They will be eliminated as useless.
People fear Total Surveillance because they fear punishment for even their "bad" thoughts. That is the world we know. It is difficult for the denizens of the Current Disorder to understand the mindset of the New Order.
The New Order will not be the same as the Current Disorder -- hence the term "New Order". Fear is far less an effective motivator than reward -- that is, for those who are worth keeping. The lazy, the deliberately obese, the cheaters, the thieves, the rapists, etc., will have no place in the New Order. They will be bred out.
People fear Total Surveillance because, in our Current Disorder, "surveillance" is equal to intrusion, and exposure means death. Everyone has bad thoughts.
Do you know why our Earth society generates mentalities that advocate and enact torture? It is because we do not have Total Surveillance. Do you know why innocent men and women are convicted of crimes that they did not commit? Same answer.
